Traveling from the contiguous US, American citizens can use a valid non-expired official driver’s license with photo from any state to enter the US Virgin Islands. Non-naturalized green card or visa holders will still require passports for travel. While in the Virgin Islands, if you plan to travel (boat/plane) into international waters via excursions (British VI) your passports will be needed regardless of citizenship.
